The consumption of information is constantly and rapidly changing, with new trends appearing every day. The European Parliament, being a multilingual and complex organisation, aims at setting trends rather than following them with its media strategy. A revision of the existing media strategy of the Parliament must include the review of trends in information consumption and available products. This could include (but is not limited to) elements such as:
— The selected contractor would be required to review trends of consumption of information as well as different media products and provide expertise on the development of media angles for specific target groups.
— The selected consultant could be asked to carry out market research on trends concerning the consumption of information, digital technologies as well as different products produced by the European Parliament, taking into account the existing wealth of data.
— The contractor may be requested to carry out the task of precisely defining target audiences (for future and already available products for all media types, namely TV, radio, printed and online media, social media) and recommendations on how to best target them.
— Strategic advice could be requested on conception, production and distribution of media products on European Parliament priorities. If necessary, the contractor should support the European Parliament in the creation of customised roadmaps for the development of adaptive media strategies, following the latest trends and latest tools available in the market.
— The contractor could be asked to provide an analysis of the latest media and communication trends, platforms and tools for the media, advice on changing media practices for TV, online and printed media, social media, including all sorts of (multi) media production, such as animated infographics, media transgressors apps, webdocs, etc.
— Support on qualitative and quantitative impact assessment, of products offered by the Parliament in order to improve them. This could include user experience studies and other tools to scientifically assess and consequently improve products.
