Tenders are hereby invited for facilitation of Access to Insurance Initiative (A2ii)’s fifth inclusive insurance innovation lab. Objectives: The iii-lab has three major objectives: • Promoting dialogue and mutual learning amongst key stakeholders of the inclusive insurance sector and identifying key challenges in their country; • Equipping participants to take leadership within their sector and/or organization; • Inspiring participants to take action and supporting initial implementation. Scope of Work: A2ii retains overall responsibility for the implementation of the iii-lab, including the selection of participating countries and the logistical support. A2ii provides the firm with material from past events and is responsible for reviewing the deliverables. The firm focuses on designing and/or adapting the methodology, delivering high-quality facilitation of the workshops and accompanying supervisors and teams in the learning process to ensure efficient implementation and effective outcomes. The firm also ensures documentation of the workshops and lessons learnt. Per agreement with the Task Manager, the firm will be responsible for the following key activities: Key activities: The facilitator’s foremost responsibility is to: 1. Design and facilitate the 12-month lab process in close cooperation with A2ii, providing methodological tools and demonstrating openness to a collaborative approach; 2. Facilitate the national innovation process and accompany the 2 country teams and the individual participants in their respective learning journeys. In close consultation with A2ii, the facilitator provides structure and guidance that enable perspective shifts in a diverse stakeholder setting, supporting inquiry into the key obstacles to health insurance uptake and the co-creation and initial implementation of innovative solutions to increase the resilience of vulnerable populations against health risks; 3. Facilitate international exchange among countries, extracting learning from the transformative processes and innovations in health insurance for other jurisdictions The facilitator must demonstrate flexibility to respond to emerging situations and developments in the lab process. To align the suggested planning and methodology with the expectations and experience of the A2ii, the contractor will be provided with the methodology and agendas of the previous four iii-labs. These will be used as a basis and updated, when necessary, for example to reflect the reduced number of participating countries, new country composition (which is not known at time of publication of this tender) and the involvement of iii-lab alumni throughout the process. The work requires travel to at least one in-person workshop in both selected countries plus one international workshop. Methodology and Specific Tasks. The firm will work closely with Teresa Pelanda and Antonique Koning, Senior Financial Sector Specialist, managing A2ii hosted by CGAP, and other members of the CGAP inclusive insurance team.
