Ce marché vise également à assurer la maintenance en condition opérationnelle des applications et à apporter une expertise technologique spécifique aux domaines métiers du pôle. Le marché couvre l’ensemble des domaines fonctionnels du pôle Prisme hors thématiques spécifiques qui font l’objet d’un marché dédié marché Prisme «Compétences spécifiques». Le prix n"est pas le seul critère d"attribution et tous les critères sont énoncés dans les documents de la consultation.

        Marché cadre à tarifs sans engagement multi-attributaires. Il y aura des mises en concurrence ultérieures pour toutes les prestations entre les différents attributaires du marché. Au cours de la vie du marché, pour chaque besoin, des lancements à prestations selon le processus suivant:

        — émission d’un CCAP (Cahiers des charges d"appel à prestations) à l’ensemble des titulaires concernés. Ces prestations assurent la conception & la réalisation,

        — chacun de ces attributaires aura l’obligation de fournir en réponse une offre technique et une offre commerciale,

        — l’offre technique fera l’objet d’une analyse de recevabilité,

        — l’offre commerciale permettra de forfaitiser les prestations,

        — à l’issue de ces négociations, l"appel à prestation sera attribué à l"offre mieux-disante (voir les critères de mieux disance).
