Proposals are hereby invited for input paper for the National Development Plan Beyond 2030. Scope of work: Goal and Objective: Under the supervision of the client Social Policy Manager and the Chief Sector Expert: Social in the National Planning Commission Secretariat, the Consultancy team will be as follows: Analyze structural drivers that affect children’s outcomes in South Africa, focusing on the five guiding themes: • Child development across the life course; • Poverty and inequality and their intergenerational impacts; • Violence against children and long-term consequences; • Climate change and environmental challenges; • Digitization, AI, and social media as emerging forces shaping childhood; • Policy overview and analysis – limited to a few key sectors education, health and social development (including social welfare services) [short section]; • Review how children’s issues are currently addressed in South African medium- and long-term national planning documents (e.g., NPAC, NSAAC, MTDP, NDP etc.); • Review how children"s issues are currently addressed in South African medium- and long-term spatial and sub-national policies and planning processes (e.g. NSDF; IGR; Provincial Growth and Development Strategies; Municipal Spatial Development Framework, IDP’s etc.); • Provide a literature review that identifies international and middle-income country examples of embedding children in national planning frameworks and extracts lessons for South Africa; • Engage with local and international experts, government officials, academics, and practitioners to validate findings and test recommendations; • Based on the desk-top reviews and the literature review, recommend a framework and tools for embedding child-focused futures planning into the NDP Beyond 2030. Drafting of Input Paper: • Develop a conceptual framework for long-term child-focused planning; • Prepare a draft paper synthesizing the desk-top research, and expert input; • Present the draft to NPC Commissioners, client, and stakeholders for review. Finalization: • Incorporate feedback from consultations with the children’s sector and other stakeholders; • Produce the final Input Paper for submission to NPC. Location: Pretoria, South Africa.
