CER regulates the level of revenue which the electricity Transmission System Operators (TSO), electricity Distribution System Operators (DSO), electricity Transmission Asset Owner (TAO) and electricity Distribution Asset Owner (DAO) (collectively the ‘network companies’ can recover from customers to cover their respective costs.
Existing policy for connection of exporting generators to the electricity network in Ireland is captured under two broad processing approaches: the Group Processing Approach (GPA) and the Non-Group Processing Approach (non-GPA).
The successful tenderer will be required to provide the CER with expert economic and technical advice in relation to these decisions at various stages of the CER"s consultation and decision making process.

Price Review 4 (PR4) Implementation
The CER regulates the level of revenue which the electricity transmission system operator (TSO), the electricity distribution system operator (DSO), the electricity transmission asset owner (TAO) and the electricity distribution asset owner (DAO) (collectively the ‘network companies’) can recover from customers to cover their respective costs. The nature of such regulation is that every five years the CER sets the amount of money that the network companies can collect from electricity customers for the following five years (price review — PR). The CER has carried out four price reviews to date, the most recent for the 2016-2020 period (PR4).
As part of PR4 the CER aims to amend the existing reporting, monitoring and incentive frameworks. In particular, in its decisions on transmission and distribution revenue for PR4 (CER/15/296 and CER/15/295 respectively).
The CER is going to consult upon and take decisions in relation to reporting and monitoring, incentives and the strategic innovation found.
The successful tenderer will be required to provide the CER with expert economic and technical advice in relation to these decisions at various stages of the CER"s decision making process.
