         Met Thales Unica is de overeenkomst DBBS getekend om de bestaande beveiligingssystemen van Defensie te vervangen. Gezien de gefaseerde overgang naar de nieuwe systemen is het van belang dat de bestaande beveiligingssystemen worden onderhouden. In de huidige planning DBBS wordt het systeem van Siemens eind 2018 overgenomen met een verlengingsoptie voor 2019. Omdat de beveiliging van huidige objecten wel in stand gehouden dient te blijven is nader onderhoud op de huidige installaties benodigd. Wegens intellectuele eigendomsrechten en specifieke technische kennis is dit onderhoud alleen uit te voeren door de marktpartijen die dit oorspronkelijk hebben geïnstalleerd. Dit betreft een vendor-lockin situatie.

         In het licht van bovenstaande is het gerechtvaardigd om genoemd project volgens de onderhandelingsprocedure zonder aankondiging op de markt te zetten en hierbij alleen Siemens uit te nodigen.
