Formal Written Price Quotations are invited for the Appointment of an External Service Provider to Provide Technical Support to the Municipal Public Accounts Committee for the Oversight Process on the 2023/24 Annual Report. Scope of work: 1. To prepare the work session in consultation with key personnel in the Municipal Public Account Committee (MPAC); 2. To provide technical support for the work session to achieve the objective of analyzing all the chapters of the Annual Report as directed by Secular 32, Municipal Finance Management Act (MFMA) No. 56 of 2003 as amended and MFMA Circular 11 – Annual Reporting Guidelines – 14 January 2005 and other relevant Seculars; 3. To provide technical support to equip the Committee to be able to analyze the Annual Report of the client and its entity Buffalo City Metro Development Agency (BCMDA) and technically assist the Committee to make proper and informed determination on the Oversight Report; 4. To be physically present during the site visits of the Committee and to assist in compiling the oversight report in that regard; 5. To attend all meetings of the Committee in connection with the annual report, including when the Committee have direct interactions with all the Directorates of the Municipality and compile the report in that regard; 6. To compile relevant questions on the report submitted by the Management including the Financial Report; 7. To technically assist the Committee in drafting questions regarding the Management’s Annual Report to be posed for clarity in all different directorates that submitted the report during different engagements in the process of creating the Oversight Report for the consumption of the Council; 8. Consolidate the Stakeholder’s inputs and submissions on the Annual Report Analysis into the comprehensive Oversight Report; 9. Provide a comprehensive report as an outcome of the Annual Report analysis. This comprehensive report will be considered by the Committee and upon approval will be tabled as a draft oversight report in the Council meeting at the end of March 2025 as prescribed in section 129 of the Municipal Finance Management Act (MFMA).
