The Client would like to appoint dedicated service providers / consulting engineers for the following projects for the Buffalo City Clean and Green City Programme 2025: Project 1: Pollution Monitoring Infrastructure: The scope of work for the pollution monitoring infrastructure entails the assessment, production of assessment report with recommendations as well as supervision of the contractors to be appointed for the implementation of the recommendations, these recommendations should cover the following aspects: - Pollution Management, - Pollution Monitoring, - Pollution Mitigation, - Develop Specifications. - To review Envi tech report for assessment of both landfill sites, - Designs and drawings for construction of new cells at both landfill sites and ancillary works. Project 2: Leachate Management System: Appointment of dedicated consulting engineers to do the following: - To provide project management services for the implementation of the recommended leachate management system of the two (2) above mentioned Landfill Sites, - To carry out scientific studies on the nature of the generated leachate and also carry out pilot studies on the chosen technology for the leachate treatment, - To provide a technical design for the treatment and containment of raw leachate, - To supervise the contractors who will provide the civil works, electrical, and mechanical upgrades of the recommended leachate management system of the two (2) above mentioned Landfill Sites, - To review Envi tech report for assessment of both landfill sites, - Designs and drawings for construction of new cells at both landfill sites and ancillary works. Project 3: Technical Support Projects: Appointment of a dedicated consulting engineer to undertake the following: 1. Environmental Management Plan, - Update the pollution monitoring plan, - Upgrading and implement an occupational health & safety plan, 2. Internal audit upskilling, - Training the waste management personnel at the two landfill sites on the internal audit and practice of conducting an audit, 3. Leachate pre-treatment, - Use filtration technology for the pre-treatment of raw leachate, - This will include the use of gravel, course sand, and biochar (activated carbon), 4. Waste Exchange Platform, - With the assistance of the National Cleaner Production Centre, develop a waste exchange platform for targeted waste streams that include used engine lubricating oil, - A waste exchange industrial symbiosis platform for various waste streams, - Knowledge of MSW generation sources for general and hazardous waste streams, - Pollution mitigation measures and improved responses in the event of emergency events such as injury, fire, and physical accident.
