Northamptonshire County Council Local Bus Services Framework
Northamptonshire County Council wishes to invite tenders for the supply of services in respect of a local bus services framework.
The contracts available via the framework are intended to accommodate the requirement for local bus services to supplement the commercial bus network. Whilst Northamptonshire County Council has no public transport subsidy of its own it has a potential spend of around 1 200 000 GBP per annum from Section 106 funding from developers who assist with local transport around their housing developments as part of planning agreements. Alongside this is also the potential 150 000 GBP per annum spend in conjunction with journeys required by other parties, such as Borough or District Councils.
If an appeal regarding the award of contract has not been successfully resolved the Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of their rules to take action in the High Court (England, Wales and Northern Ireland). Appeals should be lodged in accordance with Regulation 86, notices of decisions to award a contract, Regulation 87 standstill period; and Regulation 91 Enforcement of duties through the Court of the Public Contracts Regulations 2015 (as amended).
