Lincolnshire NHS Health Checks Programme
The NHS Health Checks Programme is a preventative health service aiming to reduce incidences of vascular disease and premature mortality. It offers preventative checks to people aged 40-74 years to assess their risk of vascular disease (heart disease, stroke, diabetes and kidney disease) followed by appropriate management and intervention.
The purpose of this tender exercise was to establish an Open Select List of providers able to deliver the NHS Health Checks within Lincolnshire.
The NHS Health Check Programme runs on a 5 years cycle with each member of the eligible population being invited for a health check once every 5 years. As a result, the contract duration will be for a 5 year period and will be awarded according to practice code area, with one contract per area.
This procurement is being undertaken in accordance with regulations 74 — 76 of the public contract Regulations 2015 in relation to public contracts for social and other specific services listed in Schedule 3 of the regulations.
Bidders secured a place on the Lincolnshire NHS health checks open select list following a two stage tender process consisting of the evaluation of assessment criteria (as described in Section 1 paragraphs 6.1 — 6.3 of the tender document) followed by the evaluation of the award criteria (as described in Section 1 paragraphs 7.1 — 7.15 of the tender document).
Only bidders who successfully pass the assessment criteria questions and provide acceptable responses to the award criteria questions (i.e. do not receive a score of 0 or 1 for any question) will be accepted for inclusion on the open select list.
Contracts will be awarded according to practice code area and there will only be one contract per area. Once a bidder has been accepted for inclusion on the open select list, they will be awarded a contract for the delivery of NHS health checks in their preferred practice code area(s).
In the event that 2 or more bidders have applied for the same practice code area, the bidder with the highest score as a result of the award criteria evaluation will be included on the open select list and awarded the relevant call-off contract.
